Short answer
Downloads are unlimited: no caps and no throttling. Without an account, uploads are limited to 100 GB per 24 hours, and to 50 files per 24 hours from the apps and the API (2,500 on the website). A free account removes both limits.
There are no monthly quotas. Every limit is a rolling 24-hour window, so capacity frees up continuously.
